Hong Kong CNN —Chinese diplomat Wang Kejian met Hamas political leader Ismail Haniyeh in Qatar, China’s Foreign Ministry said Tuesday, the first meeting between a Chinese and Hamas official publicly acknowledged by Beijing since the outbreak of the war in Gaza. Wang and Haniyeh “exchanged views on the Gaza conflict and other issues” during their meeting Sunday, according to a brief readout from China’s Foreign Ministry Tuesday. Wang’s visit comes as Beijing aims to step up its profile as a peace broker and has become increasingly vocal in its opposition to the Gaza war. Fighting began on October 7 when Hamas carried out a deadly attack on Israel, killing more than 1,200 people and taking some 250 hostages, according to Israel. During his visit to the West Bank, Wang met with the Palestinian Authority’s foreign minister Riyad al-Maliki, where the Chinese envoy said Beijing is “deeply concerned” about the conflict in Gaza.

CNN —Palestinian factions, some of whom have been at odds for almost two decades, are meeting in Moscow to discuss forming a new government just days after the Palestinian Authority government resigned. Hamas, which is fighting a war with Israel in Gaza that has killed more than 30,000 people in the enclave, is attending the talks, according to Russian media. Analysts say that Hamas joining the PLO would be a significant development, given that it could potentially unify the Palestinian factions and create a consensus cabinet. Despite the PLO’s recognition of Israel, Hamas joining the bloc wouldn’t mean that it would automatically acknowledge it, he added. Moscow had offered to mediate between Hamas and Israel soon after the war started, touting its ties to all regional stakeholders.

The United Nations’ top court on Monday was hearing a final day of arguments on the legality of Israel’s decades-long occupation of Palestinian territories, hearings that have added pressure to Israel at a time when attention focuses on the war in Gaza. The hearings, which began last Monday, are the first time that the court, the International Court of Justice, has been asked to give an advisory opinion on the issue, which has been the subject of years of debates and resolutions at the United Nations. The court is likely to take months before issuing an opinion. The representatives, including a team of prominent lawyers, said that Israel has abused Palestinian rights with impunity. Israel's Israel Katz and Palestinian Foreign Minister Riyad al-Maliki will take part separately in a regular meeting of EU foreign ministers in Brussels largely devoted to the Middle East but also taking stock of the war in Ukraine. But both parties would be consulted at every step of the talks as delegates sought to draw up a peace plan, the document suggests. The internal document, seen by multiple news organisations including Reuters, makes clear one key goal of a peace plan should be the establishment of an independent Palestinian state, "living side by side with Israel in peace and security". Palestinians accept first Saudi ambassador

At a ceremony in Jordan, Palestinian President Mahmoud Abbas's diplomatic adviser Majdi al-Khalidi received a copy of the credentials of Ambassador Nayef Al-Sudairi as a non-resident envoy, official Palestinian news agency Wafa said. Palestinian analyst Talal Okal said the diplomatic appointment was a half-step toward an official Saudi representation office in the occupied West Bank. "It is also a message Saudi Arabia was committed to the rights of the Palestinians in a fully sovereign state," he added. PALESTINIAN CONCERNPalestinian Foreign Minister Riyad al-Maliki said last week that Abbas's Western-backed Palestinian Authority is hoping to engage with Saudi Arabia over their concerns about the potential normalisation with Israel. "The fundamental solution to the Palestinian issue lies in the establishment of an independent Palestinian state based on the 1967 borders with East Jerusalem as its capital," Xi said, according to Chinese state media. Abbas heads the Palestinian Authority that exercises limited self-rule in the West Bank and negotiated with Israel. On Tuesday, Chinese Foreign Minister Qin Gang offered to contribute "Chinese wisdom" to the "Palestinian issue" in a separate meeting with Palestinian counterpart Riyad al-Maliki.
